Gail Lavonne Carter

May 19, 1935 — January 16, 2025

St. George

Gail Lavonne Carter was born on May 19th, 1935 to Verle and Alice Young Tourtellotte in Edgerton Wyoming.  As a young child she and her family moved to Riverton Wyoming in order to open a dry cleaning shop known as Bert's Cleaners.  She graduated from Riverton High School in 1953 and moved to Southern California shortly there after.   While living there she met and married Tom Otis.  Together they had a son Tommy Otis to join his two sisters Gayle and Christy Otis whom Gail helped raise.  They later divorced and she and Tommy moved back to Riverton, Wyoming.  She later met and married Jim Carter and helped to raise his 3 children.  She worked as a secretary for her husband Jim at his dental office in Riverton.  They later moved to Las Vegas to open several dental offices.  After retiring they moved to St. George, Utah.  She couldn't stay retired so began working part time at the elementary and middle school libraries.  She worked at the school until just before her death at the age of 89.  Gail was a born again believer who actively served as a greeter in her church.

She is survived by her step son Garian Carter, and step daughters Gayle and Christy, all of whom she loved as her own.  She is also survived by numerous nieces and nephews whom she loved dearly, and all of her adopted grandkids in the neighborhood and school who loved her dearly.

She is preceded in death by her husband Jim Carter, her son Tommy Otis, her parents, sisters Shirley Powell, Mimi Corn and nephew Steven Powell.

Memorials may be given at the First Southern Baptist Church of St. George.

There is a tentative Memorial Service being planned and those details will be listed her soon.
